Bernardo Silva opened the scoring for the visitors with a stunning strike in the 17th minute, but Raheem Sterling levelled just four minutes later. Hakim Ziyech then put Chelsea ahead in the 22nd minute, before Ilkay Gundogan equalised from the spot just before the break.
Kai Havertz restored Chelsea's lead in the 56th minute, but Riyad Mahrez levelled again for City just six minutes later. Jack Grealish then put City ahead for the first time in the 72nd minute, but Chelsea substitute Conor Gallagher equalised in the 89th minute.
There was still time for more drama, as City were awarded a penalty in the fifth minute of stoppage time after Raheem Sterling was brought down by Edouard Mendy. Cole Palmer stepped up to take the spot-kick and sent Mendy the wrong way, securing a dramatic draw for City.
The draw leaves City one point ahead of Arsenal at the top of the Premier League table, while Chelsea remain third, three points behind the leaders.
